

Global and regional developers have been invited to participate in a public-private partnership (PPP) project that aims to help shape the future of sustainable seaside experiences in Qatar through the transformation of five West Bay beachfront plots and the iconic Al Safliya Island.
Qatar Tourism, in collaboration with the Public Works Authority (Ashghal), the Ministry of Commerce and Industry (MoCI), and Invest Qatar, launched the Expression of Interest (EoI) process for the landmark development on May 22 during the Qatar Economic Forum, with bidders required to submit their documents within one month.
The EoI indicated that Qatar Tourism through Ashghal is planning a design, build, finance, operate, maintain and transfer (DBFOMT) tender for the development of the project. The developer will be fully responsible for the design, build, finance, operation and maintenance of the facilities over a period of 25 years.
From family-friendly beaches and luxury beach clubs to resorts, dining, and vibrant nightlife, this mixed-use development aims to offer something for every visitor – bringing the city’s coast to life, day and night.
This strategic initiative for the development and operation of five designated prime beachfront plots along Doha’s iconic West Bay shoreline and Al Safliya Island represents a significant advancement in Qatar’s efforts to enhance its tourism infrastructure and broaden its leisure offerings.

The project will feature accommodation, food and beverage outlets, and recreational facilities, creating a unified and accessible waterfront destination.
Qatar Tourism Chairman Saad bin Ali Al Kharji stated: “The West Bay Waterfront and Al Safliya Island project is a strategic initiative that underscores our commitment to expanding Qatar’s tourism offering. This announcement reflects the strength of collaboration between public and private sectors in delivering impactful, long-term development outcomes.
“The project represents a significant step towards creating an integrated coastal destination that connects West Bay’s beaches with Al Safliya Island, offering a comprehensive tourism, leisure, and hospitality experience. It will play a key role in supporting economic diversification and enhancing Qatar’s position as a leading global tourism destination.”
Minister of Commerce and Industry Sheikh Faisal bin Thani bin Faisal Al-Thani affirmed that investment in tourism projects is a key pillar of economic diversification, and a vital driver of public-private partnerships aimed at advancing development.
Such projects serve as a key catalyst for attracting high-quality investments that contribute to sustainable development and achieve the goals of Qatar National Vision 2030, he added.
This project will be guided by key principles, focusing on tourism development, customer experience, and sustainability:
• Tourism strategy and market differentiation: The development must align with the overall tourism strategy, catering to different market segments with a variety of offerings, from low-budget to luxury options. This includes creating distinct propositions for Al Safliya Island, such as nightlife, resorts, and water activities for both families and adults.
• Customer experience and accessibility: The design should be customer-centric, ensuring a satisfying journey for all visitors. It must also be fully accessible to everyone, including those with disabilities.
• Connectivity and regulations: The project requires efficient connectivity between West Bay Beach and Al Safliya Island through various transportation options.
All designs and developments must comply with relevant regulations, such as the requirement for all structures on Al Safliya Island to face the city.
• Culture and sustainability: The development should integrate Qatari culture and heritage through art, monuments, and architecture. It must also prioritise environmental sustainability by adopting green building principles.
