Aided by new law, Cityscape targets global investment

All major giga-projects are expected to be present at Cityscape Global.

Cityscape Global, the world’s largest real estate exhibition, is set to return to Riyadh this month (November 17 to 20), positioning itself as a pivotal platform for institutional investors and global developers accessing Saudi Arabia’s ambitious Vision 2030 projects.

The event, held under the theme “The Future of Urban Living” at the Exhibition and Convention Centre in Malham, is sponsored by the Ministry of Municipalities and Housing (Momah) in partnership with the Real Estate General Authority (REGA), Vision 2030 and the Housing Program, and organised by Tahaluf.

It is poised to attract over 172,000 participants, reflecting the kingdom’s rapidly transforming real estate landscape.

The 2025 exhibition gains significant importance following the Saudi Cabinet’s approval of a new law governing property ownership by non-Saudis in designated zones, a change set to commence in 2026. This landmark legislative shift is expected to be a major catalyst for international investment, reinforcing the event’s role as a key financial meeting point.

Cityscape Global is primed to attract institutional investors with access to over $5 trillion in capital, building on the previous year’s success where total deals exceeded $61 billion. While Cityscape Global is renowned for showcasing the scale and ambition of Saudi Arabia’s real estate transformation, it also has a global dimension, with more than 70 international developers and over 20,000 international attendees represented at last year’s show.

 

ESTAAD

A key strategic enhancement for the 2025 show is the co-location of ESTAAD, Saudi Arabia’s first dedicated platform for the entire international ecosystem behind stadiums, sports, and mega-event infrastructure. This pairing is strategically vital as the kingdom accelerates preparations to host major global events, including the FIFA World Cup 2034, Expo 2030 Riyadh, and the AFC Asian Cup 2027.

ESTAAD connects ministries, sports federations, venue operators, and technology providers, highlighting Saudi Arabia’s $2.7 billion investment in the construction and expansion of 15 state-of-the-art stadiums. All major giga-projects, such as NEOM, Diriyah Company, and Qiddiya, will be in attendance, according to the organiser.

 

CONFERENCES

The event will feature a comprehensive programme across four curated conferences, hosting 500 speakers from over 120 countries. A focal pillar of these conference is the Future of Living Summit, where policymakers and investors will discuss federal strategies, AI, PropTech, and sustainable urban design. The DnA (Developers & Architects) Stage will connect urban planners and architects on topics like human-centric planning and ESG. Meanwhile, the Innovation Arena serves as a hub for tech startups and innovators, and the ESTAAD conference provides insights into mega-event infrastructure. Notable global leaders scheduled to speak include Sally Capp (Former Mayor of Melbourne), Darren Bechtel (Founder & Managing Director, Brick & Mortar Ventures), and the acclaimed architect Stefano Boeri.

Renowned developers and committed Diamond Partners such as Qiddiya (exhibiting for the first time as Foundation Sponsor), ROSHN (see Page 49), Ajdan, Al Majdiah, and Retal will showcase innovative projects. International representation will be robust, featuring pavilions from countries like the US, China, India, and the UK, with brands such as Qatari Diar Real Estate Investment Company and JLL confirming their attendance.
